Every header is fetched from the Bitcoin P2P network and verified back to the first block ever mined, so this ranking is checked rather than taken on trust. Every block clears its target by some margin, and these cleared it by absurd margins. Reading each hash as if it were the target gives the difficulty that block actually met, and the hashrate the whole network would need to keep finding blocks that good every ten minutes.
